The Salukis enter the game after a last-minute 36-30 win over Tennessee-Martin. Nick Hill threw a 45-yard touchdown pass to Alan Turner with 57 seconds left for SIU.
Whitlock ran for 207 yards and four touchdowns for the Salukis (9-3), who overcame a 20-point deficit.
The Grizzlies routed McNeese State 31-6 to advance. Josh Swogger passed for 259 yards and four touchdowns to lead second-ranked Montana (11-1) to its 11th straight victory.
Swogger threw TD passes of 50 yards to Dan Beaudin, 14 yards to Eric Allen and added third-quarter scoring passes of 8 and 11 yards to Craig Chambers.
